No ring tone

Last week my opis60s was delivered, my brother come to install the new phone... as he's an engineer. the phone recognized the sim card. But does not give a ring tone... so any installation is inpossible. Even trying to reset or to enter the pincode did not work...
Can i send the phone back? Can i get another one. On which adress do i send it? I WAS HAPPY because this phone would be a gift for my old mother... now i m rather disapointed.
